Logroño, example of good practices in Social Services during the state of alarm at the Spanish Network of Smart Cities conference

Representatives from the City Councils of Logroño, Valladolid, Palma de Mallorca, Rivas, Alcobendas and Barcelona participated in the technical conference organized this morning by the Spanish Network of Smart Cities (RECI) during the state of alarm. At the meeting, issues such as teleworking or sustainable mobility linked to Covid-19 were also discussed.

At the event, the Councilor for Social Services and Community Development of the Logroño City Council, Iván Reinares explained the actions carried out by the Municipal Social Services Unit of the Logroño City Council during the pandemic, largely focused on the creation of a web platform, www.logroñocomunitario.es, to promote citizen collaboration and promote neighborhood solidarity in order to cover the social needs of vulnerable people.

Reinares explained that, “in just a few weeks, through this website and social networks we managed to form a network of about 300 people, who became community links that coordinated and channeled the social needs of the residents of their respective communities in aspects as simple but important as helping to throw out the trash or facilitating purchases for the elderly, among others.”

It is estimated that this neighborhood support network “has been able to provide social services coverage to an estimated population of more than 10,000 people,” stated the Councilor for Social Services, who also indicated that “we did a geolocation of the homes that made up this network to show the area we were covering and thus expand the current of solidarity by visualizing it on a plane.”

On the other hand, Iván Reinares highlighted that the website created received more than 50,000 visits and also served “as a platform for disseminating other initiatives of the City Council itself, as well as other entities and associations of Logroño, so that citizens could collaborate in areas such as childhood, youth, resources or emotional health.”

In addition, through telematic meetings with different platforms and the use of social networks, the Logroño City Council organized meetings with associations and volunteer entities during the state of alarm in which the needs of the moment were presented to try to respond quickly. from the municipal Social Services.” This type of systems used during the pandemic, "has helped us, on the one hand, to respond to issues such as the distribution of masks in the city, and on the other, to detect problems of the most vulnerable groups such as the elderly or the gap digital that we discovered in some groups of minors.”

Sustainable mobility

During the course of the day, other issues such as sustainable mobility were also discussed. As has happened in the case of Logroño, the representative of Valladolid, Jerónimo Hinojosa, explained that the crisis caused by Covid-19 “has accelerated regulations and also projects.” Specifically, “Valladolid city has promoted the electric charging infrastructure for vehicles for public use, as well as its interconnectivity with the systems of other cities or the Valladolid Green City Plan has also been presented to increase the use of bicycles, accelerate the process of pedestrianization, with the creation of more than 25,000 square meters of new pedestrian areas,” he said.

He also highlighted that “the increase in the number of 30 streets, the number of bike racks, tactical mobility actions to favor pedestrians, cyclists and public transport, or the increase in bus-taxi lanes and intermodal parking lots to favor public transport were promoted.” . Other issues such as the electrification of the municipal fleet or the compatibility of payment systems for municipal transportation services were also highlighted.

During the day, other areas were also addressed such as teleworking, the digitalization of municipal services, the areas of the environment, emergencies, energy or tourism, among others.
