Pablo Hermoso de Mendoza: “Officials need training in technology”

The president of the RECI demands the participation of city councils in the distribution of European funds and proposes ways to create 'Smart Cities'.

“During the months of the state of alarm, technological tools and online work have allowed us to meet the management needs of citizens,” commented the Mayor of Logroño. "But it has also highlighted the need to continue improving electronic administration because citizen service cannot stop."

"We have a law from 2007 that has been implemented little by little and that has allowed us to react now. The pandemic has accelerated all digitalization processes and has made it possible to carry out procedures that were impossible until months ago: from managing a school scholarship, obtaining the certificate of registration, paying fees and taxes, being able to participate in any of the cultural or sports initiatives... At the same time, it has made us see that there is still a long way to go," he acknowledged.

Pablo Hermoso de Mendoza has become president of the RECI in the midst of the “acceleration of disruptive processes” in the councils. The next funds from Europe will allow more than 20 billion euros to be allocated to the digital transformation of our country. “The digital challenge of electronic administration is actually a triple challenge. First of all, of digital modernization, with the application of technologies to improve services. Secondly, of modernization of skills and qualifications, to include in the templates figures that do not currently exist, such as the figure of the management and data science expert. And finally, of modernization of procedures that eliminate bottlenecks.”
