The meeting took place on March 1, 2023, in the Board room of the Logroño City Council, with the objective of sharing the progress and status of the networks and identifying spaces of opportunity to advance the Innpulso-RECI Network collaboration.
During the meeting, both networks shared the major strategic lines of their respective Work Plans for the year 2023. In the case of the RECI, it is structured in relation to its working groups: government, social innovation and smart economy; green city, sustainability and infrastructure; and digitalization and artificial intelligence, in addition to having some transversal actions. For its part, the Innpulso Network has defined this year's actions around its 4 major strategic objectives that seek to promote science and innovation linked to social challenges, economic challenges, environmental challenges, and culture of change challenges. and transformation of organizations.
Likewise, it was presented calendar of events that each of the networks plans to organize, and a analysis of existing opportunities to promote the Red Innpulso-RECI collaboration agreement.
This agreement includes, on the one hand, the public policy evaluation project through the development of a system of common public service operational indicators, as well as a first measurement and report of conclusions, with the aim of agreeing on an operational indicator model that leads to the creation and implementation of a cities index and report on the degree of compliance with the Urban Agenda at the municipal level; and on the other hand, the Development Project of an Innovative Public Procurement (CPI) and Innovative Technological Procurement model (CTI) with the aim of promoting public procurement processes for innovation linked to the deployment of the projects contained in the Local Action Plans of the Urban Agenda.
To date, this alliance has been worked through Innpulso-RECI Network Working Group, a group made up of cities from both networks. It is a collaboration aimed at the joint development of urban projects and solutions of Innovation, open government, open data and the smart city model to promote entrepreneurship and the new economy of innovation and knowledge, and give impetus to a new, more innovative, technical and efficient public sphere.
Looking ahead to 2023, the joint work between both networks will materialize in the launch of a project in relation to the design of a framework of urban indicators.
